MongoDB allocates chunks only to Primary when sharding is enabled

I'm setting up an instance of MongoDB with 3 shards. I've setup everything seemingly correctly by following the docs and comparing my config with that of a friend who has a similar setup but with a lot more shards.

The problem is that as soon as I shard a collection, db.collection.findOne() stops working and returns

Here's the process I followed.

use testdatabase
sh.enableSharding("testdatabase")

This step returns

{ "ok" : 1 }

Then I do

sh.shardCollection("testdatabase.testcollection", {"testId": "hashed"})

Which returns

At this point I do

sh.status()

on the config server, which lists all the shards and number of active mongoses correctly. This is its output:

Please, note that the "Need to swap sharding catalog manager." error goes away if I change the format of mongos config file. Currently, it's in the following format - https://docs.mongodb.org/manual/reference/configuration-options/ But that error disappears if I change it to a different format (couldn't find it online), but the change would be something like this

  keyFile: /etc/mongod.key

would change to

keyFile=/etc/mongod.key

and I would not get that error anymore, even if the mongod configs for the other servers are still in the first format as described in the mongodb docs.

But when changed to a different one. E.g. from So basically it's placing all the chunks in the primary and won't let me do any queries on the collection. However, if I try to login to mongo on one of the config servers or one of the shards, I connect successfully.

Any ideas? Or do you need more info or something?

Please, bear in mind, I've configured the port to be that one, it's not a mistake. I've also replaced my domain with "example" for privacy concerns.

Current mongos.conf on the App Servers.

Alternative mongos.conf I've tried which doesn't give the "Need to swap sharding catalog manager."
