Transactional replication with push subscriptions (No errors but not working)

I have a very simple replication process set up.

1. SQL Server 2005
2. One publisher, one distributor and two subscriptions
3. Subscriptions are push
4. I created the snapshot, it reinitialized to the subscriber databases fine all schema changes went over.
5. After that, the subscriber agent never updates the data on the subscriber database. Replication monitor says it is but it isn't and the number of transactions is minute.

6.This is set up the same on all other servers, only difference is this db has 4 separate log files.
